In healthcare, errors and accidents result in morbidity and adverse outcomes and sometimes in mortality. A just culture balances the need for an open and honest reporting environment with the end of a quality learning environment and culture. While the organization has a duty and responsibility to employees (and ultimately to patients), all employees are held responsible for the quality of their choices. Just culture requires a change in focus from errors and outcomes to system design and management of the behavioral choices of all employees.

10:30 AM – The Opioid Epidemic: A Healthcare Perspective

Presented by Richard Multack, DO, Advocate Christ Medical

The United States is in the midst of a public health crisis. Every day, 91 Americans die from opioid overdoses.1 Opioid addiction has a tremendous negative effect on parents and children by destroying lives and breaking up families. When used appropriately, these drugs, such as morphine, hydrocodone, oxycodone, and fentanyl, provide much needed pain relief to patients, especially after a surgical procedure or during treatment for cancer. Unfortunately, opioids also have qualities that make them addictive and prone to overuse and abuse. The lecture discusses the current epidemic and how healthcare can be improved to curtail the crisis.

11:15 AM – EMTALA: Beyond the Emergency Room

Presented by Moses Suarez, Partner at Smith Amundsen

This presentation will cover EMTALA (the Emergency Medical Treatment and Labor Act), which requires that hospitals with capacity and capability accept, examine and stabilize patients regardless of an ability to pay.  The presentation will focus on often overlooked aspects of EMTALA beyond the emergency room, such as hospital to hospital patient transfers, and required provider on-call services.  This presentation aims to provide hospital personnel, from risk managers, nursing supervisors, clinical bed managers, and medical providers, with information on accepting and refusing transfers, physician communications and reporting requirements.

Presented by Stephanie Martin, DO, Medical Director at Clinical Concepts in Obstetrics

Is your institution prepared for high-risk complications in maternity care? Learn how maternal care assessment tools can identify deficits in existing services and help develop and implement a plan to improve care. The benefits of multidisciplinary education, objective assessment, and on-site simulation will be discussed.

3:00 PM – Preserving Privilege and Patient Safety Reporting 

Presented by Lisa Velez, Partner at Cassiday Schade

The privileges afforded to peer review and hospital communications can be confusing. They can also be lost if not preserved properly. The focus of this presentation is on the elements of privilege, and what is required to establish the privileges in litigation.

3:45 PM – Patient Prinsoner Event: Could It Happen to You 

Presented by Barbara Giardino, Risk Manager at Northwestern Medicine Delnor Hospital

On May 13th, 2017, a patient prisoner overcame a correctional guard and attempted to escape from the hospital by creating a hostage situation with an employee. The employee was held hostage for several hours before the patient prisoner was shot and killed by law enforcement. For the next 11 months the organization has worked to develop guiding principles for the management of patient prisoners. At the end of this presentation, learners will be able to describe two methods of employee communication that allowed for accurate dissemination of information, human service needs to address in the immediate aftermath of an event, and guiding principles of managing a patient prisoner.
